Setup problems using Bluehost

I'm having trouble getting sendy setup on on my shared bluehost account. I'm getting the 404 error when try to access the install page. When i check compatibility page it says mod rewrite not installed. I've tried all the mod rewrite suggestions and variations of RewriteBase / as well as setting up sendy on a subdomain with no luck.

I used mod_rewrite on the site currently for other apps and it works fine so not sure what the issue is. One thing to note is in bluehost base .htacess it mentions this:

# For security reasons, Option followsymlinks cannot be overridden.
#Options +FollowSymlinks
Options +SymLinksIfOwnerMatch

So I've replaced +FollowSymlinks with +SymLinksIfOwnerMatch in sendy .htaccess but still no luck. Does anybody have any advice on getting sendy to work with bluehost.
